My neighbor doesn't take care of his dog. What should I do?

My neighbor’s dog is filthy, its long, once gorgeous fur is now matted and falling out, her nails look like they have never been clipped (they’re curling over!), and she becomes terrified if you reach down to pet her or even if you move your foot slightly. Like for exapmle today I was outside and the dog was there and I barely moved my leg to adjust how I was standing and she flinched and almost bulted. She was so terrified like she was expecting me to kick her. Also when I reach down to pet her she flinches and gets as close to the ground as possible and ends up peeing on herself. The neighbor is kind of a friend to the family but I fear for this dog. I dont want any trouble with the neighbor, all I want is to take his dog away. How can I peacefully take his dog? I want to own her but I already have two other dogs and I’m afraid my other neighbor will complain that we have too many pets. I dont know what to do because I dont want the dog to end up at the pound.

iam seeign a woma nthat will like to look nice and also,feel nice. i will pay for her nails/feet/car /rent.if she has kids i will take care of them becuase i don’t have any.if you there are any singel ladies out here please reply..if not thankyou. its not the money im tryin to find a friend/love but nothing is workin
